The Russians are coming and with them, they're bringing the people of Kosovo. October's Visa Bulletin reveals that Russia has been added back to the list of eligible countries for the DV-2010 Green Card Lottery. Kosovo is newly added.

I didn’t realize immigration from Russia had dropped so much. I guess I’ve always lived in places with large Russian immigrant communities.
Then we are coming again! Now we can control Boeing aircraft and refrain from fast food! We’re friendly and honest. See you folks!
